- Purpose
- To manage all facets of solid waste disposal and recycling programs in Carroll County.
- Service
- Carroll County has one active landfill, the Northern Landfill, at 1400 Baltimore Boulevard (MD Rt. 140) approximately two miles east of Westminster between the State Police Barrack and Reese Fire Hall. Northern Landfill hours are 7 am to 4:30 pm Monday through Friday and 7 am to 3 pm Saturday. Driver's license and vehicle registration are required. Fees are as follows effective July 1, 2022: 1. Northern Landfill; Automobiles, $7 per load; all other vehicles are weighed and charged per ton ($65.00/ton for municipal solid waste and $80.00/ton for construction, demolition debris and bulk trash). Commercial users may apply for monthly billing at the County Accounting Office;Tires, $3.00 off the rim, $4.00 on the rim; limit maximum, are collected and restricted to 5 per year per resident; Licensed commercial loads of scrap tires are accepted at $175 per ton. Recycling is offered at the landfill at no charge.
