The Department of Citizen Services is the coordinating agency for all human service functions within Carroll County Government. The Department assists in the guidance of human service agencies with the goal of providing a variety of services to fulfill the basic needs of children, youth, older adults, caregivers, Veterans and people with disabilities in the Carroll community. The Department is specifically comprised of the Division of Aging and Disabilities, Division of Housing and Community Connections, and the Local Management Board. The Department is directly responsible for the County Government's compliance with the American with Disabilities Act. Additionally, the Department serves as the County's liaison to the Department of Social Services, Carroll County Health Department, Youth Services Bureau, Care Healing, Penn Mar Human Services, Springboard Community Services, Flying Colors of Success, Target Community and Educational Services, Access Carroll, the ARC, Shepperd Pratt, and Human Services Programs HSP.
