Administers the design and construction contracts for Carroll County government capital construction projects. Has the responsibility to oversee capital projects from conception, programming, and budgeting through design, construction, and the warranty period. Acts on behalf of the owner and serves as the means and point of contact between the owner, the user agency, the professional design services, and contractors.
