Passports — Application/Procedure

| Service | To apply for a passport in Carroll County, one must go to one of the following locations: North Carroll Branch of Carroll County Public Library, 2255 Hanover Pike, 410-386-4480, Mon-Thurs 10:00am - 7:00pm, Fri-Sat 10:00am - 3:00pm; Eldersburg Branch of Carroll County Public Library, 6400 W. Hemlock Drive, 410-386-4460, Mon-Thurs 10:00am - 7:00pm, Fri-Sat 10:00am - 3:00pm; Post Offices: Westminster, 345 Woodward Road, 410-876-2944, Mon-Fri 9:00am – 3:00pm; An appointment is required to apply for or renew US passports at these locations: Finksburg, 2999 Dede Road, 410-526-0420, Mon-Fri 10:00am – 4:00pm; Hampstead, 4005 Houck Avenue, 410-374-0605, Mon-Fri 10:00am – 4:00pm; Mount Airy, 505 Windy Knoll, Drive, 410-829-1199, Mon-Fri 10:00am - 3:00pm, Sat 10:00am – 12:00pm; Sykesville, 1363 Progress Way, 410-795-0350, Mon-Fri 10:00am – 4:15pm, Sat 9:00am – 12:45pm; Taneytown, 13 Middle Street, 410-756-6411, Mon-Fri 9:00am – 3:00pm. The post office will provide the application. The individual must apply in person and provide the following: one photo — size 2" x 2" with a white or off-white background, a copy of your driver's license (front and back), and a birth certificate with a raised seal and file date. Birth certificates must include registrar's signature. Once the application is completed, the post office will send it to the Passport Office in Washington. The official passport will be mailed directly from the Passport Office to the individual who applied. Customers traveling within 14 days of application may use the Washington Passport Agency's appointment system. An additional $60 expedite fee is charged. Call 877-487-2778 for more information. A passport for an adult (someone 16 years or older) costs $140 plus a $25 execution fee, and is valid for 10 years. A passport for a child (someone under 16 years of age) costs $95 plus a $25 execution fee, and is valid for five years. Passports for children age 14 and under require both parents’ signatures. If the second parent is not available to sign, the appearing parent must present notarized, written consent from the absent parent. Passport pictures can be taken at AAA, CVS at 400 Englar Road in Westminster, UPS Store, Post Offices listed above, Westminster Wal-Mart, and other locations.
