PurposeOur mission is to improve the quality of life and self-sufficiency of at-risk and low-income Carroll County residents by providing assistance with basic needs, advocacy, linkages to resources and opportunities to enhance life skills.
ServiceHSP, a Community Action Agency, is a private, nonprofit 501(c)3 organization with a volunteer board of directors, coordinating over 20 programs and serving over 12,200 Carroll County residents. Operates and administers the following: Emergency Assistance: Homelessness prevention through financial support to maintain or secure housing and/or essential utilities. Energy Assistance through the local Office of Home Energy Programs (OHEP) provides financial support to keep clients’ utility and heating costs affordable in relation to their household income. 2. Opportunity WORK: Provides low income individuals with the opportunity to increase their income and move out of poverty by utilizing support services, workforce development strategies, and financial education to empower participants to become independent, thriving community members. Second Chances prepares individuals to obtain and maintain a job. Program participants are empowered to manage Second Chances, Carroll County’s only free store, along with an eBay business. 3. Carroll County Family Center: Center-based and home visiting support services for expectant parents and parents with their children under age four, to attend together to learn and grow. 4. Child and Adult Care Food Program: Reimbursements to licensed family child care providers for the nutritious, USDA approved, meals and snacks served to the children in their care. 5. Shelter and Housing: Provides the basic need of shelter for those in our community who are homeless, and assists with the transition into permanent housing to enable self-sufficiency. 6. Neighbors in Need Year Round (NINYR): Helps people facing critical needs every day, in every season, such as housing, essential utilities, financial stability and self-sufficiency. Also provides a holiday program which connects community resources to help those in need have a better holiday season.
