| Purpose | To encourage a positive business environment, to accommodate the expansion of resident industry, and to attract new industry. |
| Service | Charged with stimulating and sustaining businesses in their efforts to grow and expand, and assisting and encouraging nonresident industries to locate in Carroll County. This dual objective creates jobs, increases wealth in the county, and offsets the cost of government services which would otherwise be borne by county residents. |
