Purpose | To plan, manage, and monitor public mental health services and substance abuse services for the citizens of Carroll County. Services target individuals needing behavioral health treatment, and whom are also eligible for the Medical Assistance, Medical Assistance for Families, MD Childrens Health, or Primary Adult Care programs. |
Service | As an integrated entity, the CSA navigates the local delivery system through a variety of partnerships with clients and families, mental health and substance abuse providers, vocational programs, and the criminal justice system. As navigators, the CSA is often the first point of contact for citizens seeking treatment; the CSA services as a local and regional guide to facilitate appropriate service linkages. A variety of media are used to educate the community on mental health services and topics. As fiscal regulators, the CSA leads the process of establishing Results-Based Accountability in the monitoring of programmatic contracts and performance measures. As public health agents, we plan for our role in the event of a county disaster to administer "emotional first aid." |
