| Service | MARRIAGE: 1. License — issued the day of application, but is not effective until 6 am on the second calendar day after the license is issued. Valid for 6 months from effective date. 2. Ceremony. RECORDS: 1. Marriage Licenses 1837 to present (cross-indexed by male and female surnames) 2. Military Discharge — 1920 to the present, not open for public inspection 3. Election Returns — 1916 to present 4. Agency Record 5. Financial Record 6. Plat Records (Available on-line through Plats.net)— all subdivisions in Carroll County 7. Land Records/Deeds/Mortgages — 1837 to the present (Available on-line through MDLANDREC.NET) 8. Divorce Decrees — 1837 to the present 9. County Roads Deed Book 10. Notary information 11. Civil, Criminal, Juvenile and Adoption Records — 1837 to present. CIRCUIT COURT DUTY: Swearing in of all witnesses and taking notes. LICENSES: 1. Construction license 2. Cigarette license 3.
