| To provide holiday help with gifts and food to those with an identified need. This help is offered through
"adoption" by individuals and groups in the community or through the Neighbors in Need Holiday Shop.

| Accepts referrals from the Carroll County Department of Social Services, Carroll County Health Department, Family and Children's Services of Central Maryland, Carroll County Public Schools, faith-based organizations, and local service agencies. HSP acts as a clearinghouse for receivers and givers who want to adopt a family to meet their holiday needs, donate gifts or money, organize a fundraiser, or volunteer. Neighbors in Need is a cooperative program of Human Services Programs of Carroll County, Inc. in partnership with Caring and Sharing Ministries of Northwest Carroll County, Carroll County Times, Westminster City Government, ESCAPE Ministries, Mount Airy Net, Northeast Social Action Program, and other community groups. |
